The Union Public Service Commission (UPSC) will hold the Engineering Services Examination, 2015 on 12th June, 2015 for recruitment to the approx. 475 posts (PH-20) of Indian Engineering Service. The Examination will be held at various centres across the country.

Eligibility:

Age Limit:

Candidates age limit should be between 21 Years to 40 years as on 1st January 2015 (i.e. he/she must have been born not earlier than 2nd January 2015 and not later than 1st January 1994.

नई दिल्ली। सरकार ने दिल्ली सहित सभी केंद्रशासित प्रदेशों के पुलिस बल में महिलाओं के लिए 33 फीसदी के आरक्षण का फैसला किया है। प्रधानमंत्री नरेंद्र मोदी की अगुवाई वाली कैबिनेट ने शुक्रवार को यह फैसला लिया। इसके मुताबिक, पुलिस के अराजपत्रित पदों यानी हवलदार से सब-इंस्पेक्टर तक के 33 फीसदी पद महिलाआें के लिए आरक्षित रहेेंगे।

कैबिनेट ने यह भी फैसला लिया है कि इन स्थानों को भरने के लिए केंद्र शासित प्रदेश खास इंतजाम करें।सरकार केंद्रीय अर्धसैनिक बलों में भी महिलाओं के आरक्षण पर विचार कर रही है। सरकार ने जारी बयान में कहा है कि आर्थिक, सामाजिक और राजनीतिक क्षेत्रों में महिलाओंकी भागेदारी के बिना देश आगे नहीं बढ़ सकता।

दिल्ली निर्भया कांड के बाद दुष्कर्म और महिला उत्पीड़न के खिलाफ बने नए कानून में पुलिस बल में महिलाओं की अधिक भागेदारी का प्रावधान है। हालांकि तकनीकी वजहों से इस दिशा में तेजी से काम नहीं हो पा रहा था। सरकार का मानना है कि इन फैसलों से सुरक्षा बल में भागीदारी के लिए महिलाओं का भरोसा बढ़ेगा।कैबिनेट ने सभी केंद्र शासित क्षेत्रों की पुलिस में महिला आरक्षण को दी मंजूरी

नई दिल्‍ली : सुप्रीम कोर्ट ने जाटों को अन्य पिछड़ा वर्ग (ओबीसी) आरक्षण कोटे में शामिल करने के लिए पूर्व यूपीए सरकार द्वारा जारी की गई अधिसूचना को मंगलवार को निरस्त कर दिया। इस फैसले से अब 9 राज्‍यों में जाटों को आरक्षण नहीं मिलेगा। सुप्रीम कोर्ट ने अपने फैसले में कहा कि जाट जैसी राजनीतिक रूप से संगठित जातियों को ओबीसी सूची में शामिल करना अन्य पिछड़े वर्गों के लिए सही नहीं है। न्यायालय ने ओबीसी पैनल के उस निष्कर्ष पर ध्यान नहीं देने के केंद्र के फैसले में खामी पाई जिसमें कहा गया था कि जाट पिछड़ी जाति नहीं है। गौर हो कि लोकसभा चुनाव से पहले यूपीए सरकार ने जाट आरक्षण पर अधिसूचना जारी की थी। दिल्‍ली, हरियाणा, हिमाचल, उत्‍तराखंड, बिहार, गुजरात समेत 9 राज्‍यों में आरक्षण को लेकर अधिसूचना जारी की गई थी।

न्यायमूर्ति तरूण गोगोई और न्यायमूर्ति आरएफ नरीमन की पीठ ने कहा कि हम केंद्र की अन्य पिछड़ा वर्ग (ओबीसी) की सूची में जाटों को शामिल करने की अधिसूचना निरस्त करते हैं। पीठ ने राष्ट्रीय पिछड़ा वर्ग आयोग के उस निष्कर्ष की अनदेखी करने के केंद्र के फैसले में खामी पाई जिसमें कहा गया था कि जाट केंद्र की ओबीसी सूची में शामिल होने के हकदार नहीं हैं क्योंकि वे सामाजिक-आर्थिक रूप से पिछड़े वर्ग नहीं हैं।

इसने ओबीसी आरक्षण पर मंडल आयोग की सिफारिशों के कार्यान्वयन पर वृहद पीठ के निर्णय का हवाला दिया और कहा कि जाति यद्यपि एक प्रमुख कारक है, लेकिन यह किसी वर्ग के पिछड़ेपन का निर्धारण करने का एकमात्र कारक नहीं हो सकती। पीठ ने यह भी कहा कि अतीत में ओबीसी सूची में किसी जाति को संभावित तौर पर गलत रूप से शामिल किया जाना दूसरी जातियों को गलत रूप से शामिल करने का आधार नहीं हो सकता। न्यायालय ने यह भी कहा कि जाट जैसे राजनीतिक रूप से संगठित वर्ग को शामिल किए जाने से दूसरे पिछड़े वर्गों के कल्याण पर प्रतिकूल असर पड़ेगा। पीठ ने यह भी कहा कि हालांकि भारत सरकार को संवैधानिक योजना के तहत किसी खास वर्ग को आरक्षण उपलब्ध कराने की शक्ति प्राप्त है, लेकिन उसे जाति के पिछड़ेपन के बारे में दशकों पुराने निष्कर्ष के आधार पर ऐसा करने की अनुमति नहीं दी जा सकती।

यह फैसला ‘ओबीसी रिजर्वेशन रक्षा समिति’ द्वारा दायर जनहित याचिका पर आया है। इस समिति में केंद्र की पिछड़ा वर्ग सूची में शामिल समुदायों के सदस्य शामिल हैं। याचिका में आरोप लगाया गया था कि चार मार्च की अधिूसचना तत्कालीन केंद्र सरकार ने लोकसभा चुनावों के लिए आदर्श आचार संहिता लागू होने से एक दिन पहले जारी की थी, ताकि तत्कालीन सत्तारूढ़ पार्टी को वोट जुटाने में मदद मिल सके। शीर्ष अदालत ने एक अप्रैल को केंद्र से पूछा था कि उसने जाट समुदाय को आरक्षण के लाभों से दूर रखने के लिए राष्ट्रीय पिछड़ा वर्ग आयोग (एनसीबीएसी) की सलाह की कथित अनदेखी क्यों की। न्यायालय ने यह भी कहा था कि मामला ‘गंभीर’ है और सामाजिक न्याय एवं अधिकारिता मंत्रालय को निर्देश दिया था कि वह इसके समक्ष फैसले से संबंधित सभी सामग्री, रिकॉर्ड और फाइलें रखे, जिससे कि यह देखा जा सके कि चार मार्च को अधिसूचना जारी करते समय ‘सरकार ने दिमाग लगाया था या नहीं।’

वर्तमान राजग सरकार ने जाट समुदाय को केंद्र की ओबीसी सूची में शामिल करने के यूपीए सरकार के फैसले का पिछले साल अगस्त में उच्चतम न्यायालय में समर्थन किया था। इसने कहा था कि मंत्रिमंडल ने फैसला करने से पहले भारतीय सामाजिक विज्ञान एवं अनुसंधान परिषद (आईसीएसएसआर) की ओर से गठित एक विशेषज्ञ समिति के निष्कषरें का संज्ञान लिया । इसने कहा था कि सरकार ने राष्ट्रीय पिछड़ा वर्ग आयोग के नजरिए को खारिज किया और विशेषज्ञ समिति के निष्कषरें के आधार पर फैसला किया। न्यायालय ने जनहित याचिका पर केंद्र को नोटिस जारी किया था और इसके अनुपालन में हलफनामा दायर किया गया। संगठन के अतिरिक्त अन्य पिछड़ा वर्ग से ताल्लुक रखने वाले दिल्ली निवासी तीन अन्य व्यक्तियों राम सिंह, अशोक कुमार और अशोक यादव ने भी केंद्र की अधिसूचना को चुनौती दी है।

उन्होंने कहा कि जाट समुदाय के लोगों ने अन्य वर्गों के मुकाबले काफी अच्छा प्रदर्शन किया है। याचिकाकर्ताओं ने यह व्यवस्था देने के लिए निर्देश दिए जाने का आग्रह किया है कि जाट समुदाय पिछड़ा वर्ग नहीं है और वह ओबीसी सूची में शामिल किए जाने का हकदार नहीं है तथा एनसीबीसी के निष्कर्षों को जोड़ने का भी आग्रह किया गया जिसने 26 फरवरी 2014 की रिपोर्ट में जाट समुदाय को केंद्रीय ओबीसी सूची में शामिल करने के केंद्र के आग्रह को खारिज कर दिया था।

अजय गौतम, चंडीगढ़ जाटलैंड हरियाणा, सुप्रीम कोर्ट से मिले झटके पर फिलहाल मौन है लेकिन, गांव की चौपालों पर तेज होती हुक्कों की गुड़गुड़ाहट एक बड़ी बेचैनी की कहानी बयां कर रही है। आपस में सिर जोड़कर बतिया रहे बुजुर्गों व युवाओं में एक सोच नए सिरे से जंग शुरू करने की बनती दिख रही है वहीं सियासतदां अदालती फैसले को पढ़ने के बाद ही कोई टिप्पणी कर वेट एंड वॉच की लाइन पकड़ चुके हैं। कुल मिलाकर कुल जनसंख्या का करीब 25 फीसदी हिस्सा रखने वाला जाट समुदाय एक साथ कई विकल्पों की उधेड़-बुन में जुटा हुआ है।
हरियाणा का जाट समुदाय अब तक ओबीसी कोटे में आरक्षण मिलने पर इत्मीनान में था लेकिन, सुप्रीम कोर्ट के ताजा फैसले से वह हिल गया है। जाट राजनीति करवट लेने को आतुर दिख रही है।

हरियाणा के जाट समुदाय ने लंबी लड़ाई और तीन शहादतों के बाद केंद्र में यूपीए के शासनकाल के अंतिम दिनों में ओबीसी कोटे में आरक्षण हासिल कर लिया था। प्रदेश की सियासत को अपनी धुरी पर घुमाने वाला यह वर्ग इससे पहले राज्य में भी पांच जातियों के साथ 10 फीसदी का आरक्षण लाभ हासिल करने में कामयाब रहा। खापों व संगठनों को यकीन हो गया था कि अब कहीं कोई रुकावट नहीं लेकिन, ओबीसी आरक्षण रक्षा समिति की तरफ से सुप्रीम कोर्ट में डाली गई एक याचिका गले का फांस साबित हुई।

सुप्रीम कोर्ट ने इसी याचिका पर फैसला सुनाकर जाट समुदाय को बहुत बड़ा झटका दे दिया है। हरियाणा में यह फैसले जाट बाहुल्य इलाकों में अपना असर छोड़ चुका है और तुरंत ही इस पर गतिविधियां भी तेज होती दिखीं। जहां इस समुदाय का आम व्यक्ति फैसले पर नुक्ताचीनी में जुटा दिखाई दिया वहीं जाट नेता एकजुट होने की तैयारी में दिखाई दे रहे हैं।

बैठक में होगा मंथन इसी कड़ी में प्रदेश स्तरीय सर्व जाट खाप पंचायत 22 तारीख को जींद में बैठक करने जा रही है। जाट आरक्षण समिति के प्रधान हवा सिंह सांगवान ने कहा कि कोई भी रणनीति 22 तारीख को जींद की बैठक में तय होगी। इस बैठक में जाटों की विभिन्न खापों के नेता व संगठन शिरकत करेंगे। इससे पूर्व मंगलवार को कंडेला खाप के प्रधान व सर्वजातिय सर्वखाप महापंचायत के संयोजक टेकराम कंडेला की अध्यक्षता में जींद की जाट धर्मशाला में एक मीटिंग हुई। इसमें सुप्रीम कोर्ट के ताजा फैसले पर मंथन हुआ। तय हुआ कि अगला कोई भी कदम 22 तारीख की मीटिंग के बाद उठाया जाएगा। बहरहाल, इस मीटिंग से यह संकेत मिला है कि अदालत के फैसले से जाट समुदाय फिर से न केवल इकट्ठा हो रहा है बल्कि उसके भीतर आंदोलन के साथ-साथ नए सिरे से कानूनी लड़ाई की सोच भी पनप रही है।

मिलकर लड़ेंगे बताया गया कि 22 तारीख की मीटिंग में यूपी, दिल्ली, पंजाब, राजस्थान राज्यों से भी जाट समुदाय के प्रतिनिधि हिस्सा लेंगे। बैठक में यूपी 84 खाप पंचायत के प्रधान राकेश टिकैत, 360 दिल्ली पालम के प्रधान रामकरण सौलंकी, बलजीत सिंह पंजाब मुख्य रूप से मौजूद रहेंगे। मीटिंग के लिए अन्य जाट नेताओं को भी एक छत के नीचे आने के लिए बातचीत शुरू हो चुकी है।

इधर, इस बारे में कुछ जाट नेताओं का यह भी मत है कि किसी आंदोलन में सीधे उतरने की बजाए कानूनी लड़ाई का रास्ता अपना बेहतर रहेगा। इसी तरह दूसरा सुझाव इस बात को लेकर है कि मामले पर केंद्र की मोदी सरकार के रुख का इंतजार किया जाए। इन नेताओं का यहां तक कहना है कि यदि केंद्र सरकार अपनी तरफ से कोई ठोस कदम नहीं उठाती है तो आखिरी विकल्प आंदोलन का ही होना चाहिए। इस बीच हरियाणा के पूर्व मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने इस बारे में पूछे जाने पर पर कहा कि उन्होंने अभी कोर्ट का फैसला नहीं पढ़ा है और इसे देखने के बाद ही कोई टिप्पणी करेंगे।

रेलवे में बड़े पैमाने पर कांस्टेबलों की भर्ती संबंधी भ्रामक विज्ञापन पर रेल मंत्रालय ने स्पष्टीकरण दिया है। रेल मंत्रालय ने रेल सुरक्षा बल (आरपीएफ/आरपीएसएफ) में 17 हजार कांस्टेबलों की भर्ती के संबंध में कुछ वेबसाइटों पर दिखाए जा रहे विज्ञापनों पर स्थिति साफ की है। रेल मंत्रलाय ने कहा है कि ऐसा कोई विज्ञापन रेलवे ने नहीं दिया है।

रेल मंत्रालय ने कहा कि रेलवे सुरक्षा बल में बड़े पैमाने पर कांस्टेबलों की भर्ती के संबंध में कुछ वेबसाइटें विज्ञापन दर्शा रही हैं। इस संबंध में यह स्पष्ट किया जाता है कि न तो ऐसा कोई विज्ञापन जारी किया गया है और न ही रेलवे की तरफ से दिया जा रहा है। साथ ही यह सलाह दी जाती है कि ऐसे विज्ञापन भ्रामक हैं और उन्हें नज़रअंदाज किया जाए।

रेलवे ने कहा कि रेलवे सुरक्षा बल/रेलवे सुरक्षा विशेष बल में 1599 महिला कांस्टेबलों की भर्ती संबंधी विज्ञापन अभी विचाराधीन है और इसे रोजगार समाचारों, राष्ट्रीय स्तर के दैनिक समाचार पत्रों और रेलवे की आधिकारिक वेबसाइट पर अधिसूचित किया जाएगा। यह वेबसाइट www.indianrailways.gov.in है

सीजीएल टीयर-1 का रिजल्ट घोषित, 142642 सफल

इलाहाबाद (ब्यूरो)। कर्मचारी चयन आयोग ने संयुक्त स्नातक स्तरीय भर्ती-2014 टीयर-1 का परिणाम शनिवार को घोषित कर दिया। टीयर-2 के लिए 142642 अभ्यर्थी सफल हुए हैं। इसके बाद टीयर-2 की परीक्षा 11 और 12 अप्रैल को प्रस्तावित है। नकल की वजह से जयपुर में दोबारा परीक्षा करानी पड़ी थी। इसकी वजह से रिजल्ट आने में चार महीने लग गए।

इनमें से 77577 अभ्यर्थी सांख्यिकी अन्वेषक / कम्पाइलर पद के लिए होने वाली तीसरे चरण की परीक्षा के लिए भी सफल हुए हैं।कुल सफल होने वाले अभ्यर्थियों में 37542 सामान्य, 59581 ओबीसी, 24581 एससी तथा 11109 एसटी हैं। सफल होने वाले 24347 ओबीसी अभ्यर्थी ऐसे हैं जिन्हें सामान्य की मेरिट के बराबर अंक मिले हैं। 19 और 26 अक्तूबर व 16 नवंबर को हुई परीक्षा में 13 लाख एक हजार 391 अभ्यर्थी शामिल हुए थे।

आयोग ने 24 और 25 जनवरी को टीयर-2 परीक्षा कराने की घोषणा की थी लेकिन जयपुर में 18 जनवरी को दोबारा परीक्षा करानी पड़ी। इसकी वजह से परिणाम समय से नहीं निकल सका और टीयर-2 की परीक्षा टालनी पड़ी।

लखनऊ। यूपी अधीनस्थ सेवा चयन आयोग ने समूह ‘ग’ के तहत आशुलिपिकों के 635 रिक्त पदों के लिए विज्ञापन निकालने का फैसला किया है। इसकी विस्तृत सूचना 13 मार्च से आयोग की वेबसाइट http://upsssc.gov.in पर उपलब्ध होगी। ऑनलाइन आवेदन 13 मार्च से 21 अप्रैल तक किए जा सकेंगे।
आयोग ने 12 विभागों के जिन 635 पदों के लिए विज्ञापन निकाला है, उनमें सबसे ज्यादा 512 पद आयुक्त वाणिज्य कर विभाग के अधीन हैं। इसके अलावा मत्स्य विभाग के एक, चकबंदी के 56, ग्राम्य विकास के छह, समाज कल्याण के नौ, परिवहन के सात,
परिवहन (संभागीय) के 15, खेल के दो, सूचना एवं जनसंपर्क के चार, उद्यान व खाद्य प्रसंस्करण के 12, संस्थागत वित्त के पांच, पर्यटनविभाग के छह पदों पर भर्ती होगी। ये सभी पद आशुलिपिक वेतन बैंड-5200-20200, ग्रेड पे-2800 के हैं। इन पदों के लिए इंटरमीडिएट उत्तीर्ण अभ्यर्थी आवेदन कर सकेंगे। इनकी भर्ती आशुलिपिक सामान्य परीक्षा के अंतर्गत होगी। हिंदी आशुलेखन और हिंदी टाइपिंग में क्रमश: 80 शब्द प्रति मिनट और 25 शब्द प्रति मिनट की न्यूनतम स्पीड होनी चाहिए। आवेदक को डोएक सोसाइटी का सीसीसी पाठ्यक्रम या उत्तर प्रदेश माध्यमिक शिक्षा परिषद द्वारा संचालित कंप्यूटर पाठ्यक्रम या सरकार द्वारा इसके समकक्ष मान्यता प्राप्त कंप्यूटर पाठ्यक्रम उत्तीर्ण होना चाहिए।

Age Limit: The candidates age should be between 18 to 40 years as on 01-07-2015. Age Relaxations are applicable as per government rules.

Educational Qualification: Candidates must have passed Intermediate, Bachelors degree from a recognized university or equivalent, Typing Speed in Hindi and English 25 and 30 words per minute & CCC Level certificate awarded by the DOEACC society.

Selection Process: Candidates are selected on the basis of their performance in the written examination followed by typing test and personal interview.

Application Fee:

Rs. 160/- for UR & OBC candidates
Rs. 70/- for SC & ST candidates
There is no fee for PH candidates.

Candidates applying through E-Challan have to deposit the fee in any of the branches of State Bank of India. There is no fee for PH candidates. Refer the notification for complete information.

How to Apply: Eligible candidates can apply online through the website upsssc.gov.in from 20-02-2015 to 16-03-2015.

Procedure to apply for UPSSSC Recruitment 2015:

Below is the procedure to apply for UPSSSC Recruitment 2015:

At first candidates have to visit the official website (upsssc.gov.in)
Find and click on All Notifications/ Advertisements.
Read all the instructions carefully before applying online.
Then click on “Apply” button.
Then click on “Candidate Registration” and Fill all the mandatory details asked while filling the application form.
Recheck the application form before submitting.
An Registration Slip with unique registration number will be generated, note that unique registration number and take print out for future reference.
Click on “Generate E-Challan/I-Collect” and make the fee payment.
Click on “Submit Application Form” then Part-II application form will be generated.
Fill all the mandatory details and upload scanned photograph, signature.
Click on Submit button then a Declaration form will be opened.
Fill all the particulars carefully in the “Declaration” form.
After filling details, preview the application form & click on the “Submit” button.
Take the print out of application form & other forms for future use.
