भारत को जापान का स्पेशल ऑफर क्या?
- जापान भारत को 50 साल के लिए 90 हजार करोड़ रुपए का लोन देगा।
-इसका रेट ऑफ इंटरेस्ट केवल 0.5 फीसदी होगा।
-दूसरे देशों को जापान इस तरह के लोन 1.5 फीसदी के रेट ऑफ इंटरेस्ट से केवल 25 साल के लिए ही देता है

जापान की शिंकान्शेन और हमारी बुलेट ट्रेन
-जापान की बुलेट ट्रेन को शिंकान्शेन नाम से जाना जाता है। इसकी स्पीड 320 किलोमीटर प्रति घंटे है।
-भारत में बुलेट ट्रेन 300 किलोमीटर प्रति घंटे की रफ्तार से दौड़ेगी।
-एक प्रोजेक्ट को पूरा होने में 6 से 7 साल का वक्त लगेगा।
-पीएम मोदी पिछले साल सितंबर में जापान गए थे, तब इस प्रोजेक्ट पर सहमति बनी थी।



हमसे पहली बार कार आयात करेगा जापान
मोदी ने निवेशकों को भारत में ज्याजा से ज्यादा निवेश करने का न्योता देते हुए कहा कि भारत संभावनाओं का देश है. भारत में मेक इन इंडिया के तौर पर काम करना समझ आता है, लेकिन आज जापान में भी मेक इन इंडिया चल रहा है. यह हमारे इस मिशन की सफलता है. उन्होंने बताया कि जापान पहली बार हमसे कार आयात करेगा.

शिंजो बोले- मजबूत भारत हमारे लिए भी अच्छा
शिंजो आबे ने कहा कि मजबूत भारत जापान के लिए भी अच्छा है. वहीं, पीएम मोदी ने कहा कि भारत को सिर्फ हाई स्पीड ट्रेन ही नहीं, हाई स्पीड ग्रोथ भी चाहिए. मोदी ने भारत और जापान की दोस्ती का परिचय देते हुए कहा कि भारत के हर टर्निंग पॉइंट पर जापान उसके साथ खड़ा हुआ दिखाई देता है.

वाराणसी भी जाएंगे जापान के PM
जापान के प्रधानमंत्री शिंजो आबे शनिवार को पीएम नरेंद्र मोदी के संसदीय क्षेत्र वाराणसी जाएंगे. गंगा की अथाह धारा, धार्मिक धरोहर और आस्था की विरासत को संजोए ये शहर अपने खास मेहमान की अगवानी का इंतजार कर रहा है. आबे यहां गंगा की आरती में हिस्सा लेंगे. इसके लिए दशाश्वमेध घाट पर तैयारियां चल रही हैं


शिंजो के स्वागत में काशी ने पलक-पांवड़े बिछा दिए हैं. मोदी बनारस को क्योटो की तर्ज पर विकसित करना चाहते हैं. वे शाम चार बजे वाराणसी पहुंचेंगे. एयरपोर्ट से दोनों होटल गेटवे जाएंगे और करीब पौने छह बजे दशाश्वमेध घाट पहुंचेंगे.

CTET का शेड्यूल जारी, दो चरणों में होगा एग्जाम


सरकारी और प्राइवेट स्कूलों में शिक्षक की नौकरी के लिए अनिवार्य सीबीएसई सेंट्रल टीचर एलिजिबिलिटी टेस्ट(सीटीईटी) का सीबीएसई ने शेड्यूल जारी कर दिया है। 

प्रवक्ता अनुसार 21 फरवरी को सीटीईटी दो चरणों में होगा। पेपर-2(टीजीटी) सुबह 9.30 से 12 बजे और पेपर-1(जेबीटी) दोपहर 2 से 4.30 बजे तक होगा। परीक्षा के लिए 4 से 28 दिसंबर तक ऑनलाइन आवेदन स्वीकार किए जाएंगे।

दिल्ली सरकार ने अपने अधीन आने वाले स्कूलों में 9,623 टीचरों की भर्ती का बड़ा फैसला किया है। ये भर्तियां नए पद बनाकर की जाएंगी। इस बारे में एजुकेशन डिपार्टमेंट के प्रस्ताव को दिल्ली सरकार की कैबिनेट ने मंजूरी दे दी है।
खास बात यह है कि इन पदों पर होने वाली भर्तियों में सरकार के स्कूलों में काम करने वाले गेस्ट और कॉन्ट्रैक्ट टीचर्स को भी फायदा मिलेगा। इस फैसले से सरकारी स्कूलों में टीचरों की कमी दूर होगी, वहीं राइट टू एजुकेशन ऐक्ट के प्रावधानों के मुताबिक टीचरों और स्टूडेंट्स के बीच अनुपात ठीक करने में भी मदद मिलेगी। अभी बहुत से सरकारी स्कूलों में एक क्लास में 80 से 100 स्टूडेंट्स होते हैं क्योंकि टीचर्स की कमी है लेकिन इन पदों पर भर्तियों के बाद यह समस्या दूर हो सकेगी। सरकार स्कूलों में एक्स्ट्रा क्लासरूम का भी इंतजाम कर रही है।
अनुभवी टीचरों को छूट
शैक्षिक सत्र 2012-13, 2013-14 और 2014-15 के दौरान काम करने वाले गेस्ट टीचर्स, जिन्होंने एक सत्र में कम से कम 120 दिन टीचिंग की हो, उन्हें आयु सीमा में छूट दी जाएगी। भर्ती परीक्षा के लिए निर्धारित अधिकतम मार्क्स के 0.75 पर्सेंट के बराबर की अतिरिक्त वेटेज भी गेस्ट टीचर्स को उनके अनुभव के हिसाब से दी जाएगी लेकिन ये 2.25 फीसदी से अधिक नहीं होगी।
ऑनलाइन परीक्षा
9,623 पदों पर भर्तियों के लिए ऑनलाइन परीक्षा आयोजित होगी। मिनी रत्न कंपनी एजुकेशनल कंसल्टेंट इंडिया लिमिटेड ये परीक्षा लेगा। भर्ती की पूरी प्रक्रिया दिल्ली सरकार का शिक्षा विभाग निभाएगा। एडसिल की भूमिका सर्विस प्रोवाइडर की होगी। जिन कॉलेजों और संस्थानों में पर्याप्त कंप्यूटर और परीक्षा के लिए जरूरी इन्फ्रास्ट्रक्चर होगा, वहां ये परीक्षाएं होंगी।

IBPS, an autonomous body, has been authorised by the IBA and has received mandates from 20 Public Sector Banks to conduct the recruitment process of Specialist Officers which includes Written Examination,  Common Interview and provisional allotment.

A Common Written Examination (CWE  SPL-III) will be conducted on 30/01/2016 and 31/01/2016 by the IBPS as a pre-requisites for selection of personnel for Specialist Officers Cadre posts in the following 20 Public Sector Banks. 

• Allahabad Banks / Andhra Bank/ Bank of Baroda/ Bank of India/ Bank of Maharashtra/   Canara Bank/ Central Bank of India/ Corporation Bank/ Dena Bank/ ECGC/  Indian Bank/ Indian Overseas Bank/ Oriental Bank of Commerce/ Punjab National Bank/ Punjab & Sind Bank/ Syndicate Bank/ Union Bank of India/ United Bank of India/ UCO Bank/ Vijaya Bank/  Any other Bank OR Financial Institution

Those will be successful in the Common Written Exam (CWE) will be given a scorecard (Like CAT exam of IIM) and will be interviewed and may apply to any of the participating bank when they come up with their job vacancy and then these successful candidates have quote their personal details and their CWE scores.

5. Negative Marking: There will be penalty for wrong answers marked in the Objective Tests. For each question for which a wrong answer has been given by the candidate one fourth or 0.25 of the marks assigned to that question will be deducted as penalty to arrive at corrected score. If a question is left blank, i.e. no answer is marked by the candidate, there will be no penalty for that question.

6. Cutoff Score:  Each candidate will have to secure a minimum score in each test and also on total to be considered to be called for interview. Prior to the completion of the interview process, scores obtained in the online examination will not be shared with the candidates shortlisted for interview.

7.  Scores: The corrected scores obtained by each of the candidates in different sessions (if held) will be normalized using equipercentile method.

मकान किराया भत्ता (HRA) :- 
मकान किराया भत्ता आपकी बेसिक सेलरी का 8 /16 /24  प्रतिशत क्रमश X /Y /Z  शहरों के लिए मिलेगा । 
डी ए के 50 प्रतिशत  से ज्यादा हो जाने पर बेसिक सेलरी का 9  /18 /27   प्रतिशत क्रमश X /Y /Z  शहरों के लिए मिलेगा ।

चाइल्ड केयर लीव बच्चों की परवरिश के लिए होती है और दो वर्ष तक की अबधि की  है जो की कई टुकड़ों में ली जा सकती है 

चाइल्ड केयर लीव  के दुरूपयोग को रोकने के लिए अब प्रथम 365 दिन की अवधि के लिए ही पूरी सेलरी १००% मिलेगी , बाद के 365 दिनों के लिए 80 % सेलरी मिलेगी

इसके लिए सातवें वेतन आयोग ने एक चार्ट प्रस्तुत किया है 

नए फ्रेश ज्वाइन करने वालों को अपने ग्रेड पे में पहले सैल में लिखी सेलरी - बेसिक सेलरी होगी , उदाहरणार्थ 4600 ग्रेड पे की बेसिक सेलरी 44900 फिक्स होगी । 

अन्य कर्मियों को स्लेरी निम्न फॉर्मला से कैलकुलेट करनी होगी -

अपनी बेसिक + ग्रेड पे सेलरी को जोड़िये और उसका गुणा फिटमेंट फार्मूला पे  (उदाहरणार्थ 4600 ग्रेड पे का 2.62  है ) से कर दीजिये ,

उसके बाद जो सेलरी आये , टेबल में अपनी ग्रेड पे कॉलम में उसके बराबर या उसकी अगली पे को देखिये , यही आपकी नयी बेसिक सेलरी होगी 

Pay Fixation in the New Pay Structure

5.1.28 The fitment of each employee in the new pay matrix is proposed to be done by

multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so

arrived at is to be located in the new pay matrix, in the level that corresponds to the

employee’s grade pay on the date of implementation, except in cases where the

Commission has recommended a change in the existing grade pay. If the identical figure is

not available in the given level, the next higher figure closest to it would be the new pay of the

concerned employee. A couple of examples are detailed below to make the process amply clear.

5.1.29 The pay in the new pay matrix is to be fixed in the following manner:

Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on

the date of implementation. This figure is ‘A’.

Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.

Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level

assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of

‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of

that level.

Example I

i. For example an employee H is presently drawing Basic Pay of ₹55,040 (Pay in the Pay

Band ₹46340 + Grade Pay ₹8700 = ₹55040). After multiplying ₹55,040 with 2.57, a

figure of ₹1,41,452.80 is arrived at. This is rounded off to ₹1,41,453.

ii. The level corresponding to GP 8700 is level 13, as may be seen from Table 4, which

gives the full correspondence between existing Grade Pay and the new Levels being

proposed.

iii. In the column for level 13, the figure closest to ₹1,41,453 is ₹1,41,600.

iv. Hence the pay of employee H will be fixed at ₹1,41,600 in level 13 in the new pay

matrix as shown below:

Example II

i. Take the case of an employee T in GP 4200, drawing pay of ₹20,000 in PB-2. The Basic

Pay is ₹24,200 (20,000+4200). If there was to be no change in T’s level the pay fixation

would have been as explained in Example I above. After multiplying by 2.57, the

amount fetched viz., ₹62,194 would have been located in Level 6 and T’s pay would

have been fixed in Level 6 at ₹62,200.

ii. However, assuming that the Commission has recommended that the post occupied by

T should be placed one level higher in GP 4600. T’s basic pay would then be ₹24,600

(20000 + 4600). Multiplying this by 2.57 would fetch ₹63,222.

iii. This value would have to be located in the matrix in Level 7 (the upgraded level of T).

iv. In the column for Level 7 ₹63,222 lies between 62200 and 64100. Accordingly, the pay

of T will be fixed in Level 7 at ₹64,100.

ट्रेड यूनियनों ने सातवें वेतन आयोग की रिपोर्ट का विरोध किया है। भाजपा और वाम दलों से संबंधित यूनियनों ने प्रस्तावित वेतनवृद्धि पिछले कई दशक में सबसे कम है और यह मुद्रास्फीति को देखते हुए पर्याप्त नहीं है। राष्ट्रीय स्वयंसेवक संघ से संबद्ध भारतीय मजदूर संघ (बीएमएस) के महासचिव वीरेश उपाध्याय ने कहा कि यह रिपोर्ट निराशाजनक है और हम इसका विरोध करते हैं।

वास्तव में शुद्ध वेतन में 16 प्रतिशत की वृद्धि होगी, 23.55 प्रतिशत की नहीं, जैसा कि बताया जा रहा है। अधिकतम और न्यूनतम वेतन में भारी अंतर है। उन्होंने कहा कि ग्रैच्युटी की गणना के लिए वेतन की अधिकतम सीमा को बढ़ाकर 10 लाख से 20 लाख किया गया है। इसका फायदा केवल वरिष्ठ अधिकारियों को मिलेगा।

भाकपा समर्थित आल इंडिया ट्रेड यूनियन कांग्रेस (एटक) ने सातवें वेतन आयोग की सिफारिशों का यह कहते हुए विरोध किया है कि मुद्रास्फीति के हिसाब से पिछले तीन दशक में केंद्रीय कर्मियों के वेतन में यह सबसे कम वृद्धि की गयी है।

एटक के महासचिव गुरदास दासगुप्ता ने कहा यह बिल्कुल निराशाजनक है, पिछले तीन दशक में यह सबसे कम वृद्धि की सिफारिश है। मुद्रास्फीति को ध्यान में रखते हुए यह असंतोषजनक है। वेतन आयोग के अध्यक्ष न्यायमूर्ति ए के माथुर ने गुरुवार को वित्त मंत्री अरुण जेटली को आयोग की सिफारिशें सौंपी। इन्हें आगामी पहली जनवरी से लागू किया जाना है। आयोग ने वेतन, भत्ते और पेंशन में 23.55 प्रतिशत की वृद्धि की सिफारिश की है। इससे केंद्र सरकार के 47 लाख कर्मचारियों और 52 लाख पेंशनभोगियों को फायदा होगा।
