National Highways Authority of India (NHAI) invites applications from the officers of Central/State Govt. Departments/
Organizations/Public Sector Undertakings for appointment on deputation basis to the following posts. The number of vacancies may

DETAILS OF ELIGIBILITY CONDITIONS
1. CHIEF GENERAL MANAGER (Technical)
Educational Qualifications Essential : Degree in Civil Engineering from a reputed
Institute of Technology or a recognized University.
Desirable : Post-graduate degree in Civil Engineering in the field(s) relating to
Highway Engineering and/or Post-graduate degree in Management / MBA from an
Institute of repute.
Experience : (i) Should be working in a analogous post or the post next below
(Suptd. Engineer or equivalent) for at least 06 years on a regular basis. (ii) 12 years
experience in Highways / Roads / Bridge Engineering.
Desirable: Should be well versed in the field of Highway/Bridge Engineering/
dealing with Planning, Pre-qualification of Consultants and Contractors; Financial
Appraisal of Projects; Detailed Designing, Techno-financial Reviews; Evaluation of
Tenders; Contract Management Monitoring Performance; Appraisal of Major
Highways / Bridge Projects.
2. GENERAL MANAGER (Technical)
Educational Qualifications Essential : Degree in Civil Engineering from a reputed
Institute of Technology or a recognized University.
Desirable : (i) Post Graduate Degree in Civil Engineering in the field(s) relating to
Highway Engineering and or Post Graduate Degree in Management/MBA from an
Institute of repute.
Experience : (i) Candidate already on the panel of Director in the Government of
India and having the Educational qualifications stipulated above. OR from
candidate holding analogous posts in a Central/State Government Department,
Autonomous Body/Public Sector Undertaking, or with 3 years regular service in the
scale of Rs. 12000-16500 or equivalent in the organization. (ii) For officers of State
PWDs : (a) Officer should have completed 20 years service at the level of AE and
above. (b) The officer should have worked for at least 10 years as Executive
Engineer on a regular basis, and (c) The officer should have put in at least 10 years
experience in Highways / Roads/Bridges during his career. (iii) Should have put in
at least 12 years service in a responsible senior position in a Government
Department/Public Sector Undertaking/Commercial Organization of repute and
should be working in a analogous post or the post next below or equivalent for at
least 3 years on regular basis.
Desirable: Should be well versed in the field of Highway/Bridge Engineering/
dealing with planning, pre-qualification of consultants and contractors; Financial
Appraisal of Projects; Detailed Designing, Techno Financial reviews; evaluation of
tenders; contract management monitoring liaison with major construction
agencies/Government Bodies performance appraisal of Major highways/bridge
projects.
3. GENERAL MANAGER (Finance & Accounts)
Educational Qualifications Essential : (i). Degree of a recognized University.
(ii). Professional qualifications such as : (a) Final exam. of the Institute of Chartered
Accountants of India or (b) Final exam. of the Institute of Cost and Works
Accountants of India OR (c) Degree in Business Management with Finance as the
major subject OR (d) Member of any organized Accounts Service of the Central
Government.
Experience : (i) Candidates empanelled for Director in the Govt. of India and having
the professional qualifications stipulated above and holding an analogous post in a
Central/State Government Department, Autonomous body/Public Sector
undertaking, or with 04 years regular service in the scale of Rs. 12000-16500/- or
equivalent. (ii) At least 12 years service in a responsible position in the finance
/accounts Deptt. related to major infrastructural project of the Govt. of India or a
Govt. Undertaking or an Autonomous Body or a Commercial Organization of repute.
Desirable : Should be well versed with the Financial Rules and Accounting
procedures to be followed for major projects in particular, approval of tenders,
processing of Contractor's claims and other contractual matters.
4. DY. GENERAL MANAGER (Administration)
Educational Qualifications Essential : (i). Degree of a recognized University.
Desirable : (i) A degree in Law or (ii) Master in Business Administration or (iii) A Postgraduate
Diploma in Public Administration.
Experience : (i) Candidates already on the panel of Dy. Secretary in the
Government of India and having the professional qualifications stipulated above, or
from officers under Central/State Government Department, Autonomous
Body/Public Sector Undertaking, or with 3 years service in the scale next below or
equivalent and possessing the above qualifications., (ii) 9 years experience in a
responsible senior position of which at least 2 years in the next below level in Admn.
and Esstt. Work in a Govt. office or public Body or a commercial organization of
repute.
5. DY. GENERAL MANAGER (Technical)
Educational Qualifications Essential : Degree in Civil Engineering from a reputed
Institute of Technology or a recognized University.
Desirable : Post Graduate Degree in Civil Engineering in the field(s) relating to
Highway Engineering and /or Post Graduate Degree in Management/MBA from in
Institute of repute.
Experience : (i) Candidates already on the panel of Dy. Secretary in the
Government of India and having the Educational qualifications stipulated above. Or
candidates holding analogous posts in a Central/State Government Department,
Autonomous Body/Public Sector undertaking or with 3 years regular service in the
scale of Rs. 10000-15200/- or equivalent in the organization. (ii) For officers of State
PWDs : a) Officer with a minimum 15 years service at the level of AE/AEE. (b) At
least 8 years experience in Highways/Roads/Bridges during his career (c) Should
be working as Executive Engineer. (iii) Should have put in at least 9 years service in
responsible senior position in a Government Department/Public Sector
Undertaking/ Commercial Organization of repute.
Desirable : Should be well versed in the field of Highway/Bridge Engineering/
Dealing with planning, pre-qualification of consultants and contractors; financial
appraisal of projects; detailed designing, techno-financial reviews; evaluation of
tenders, contract management, monitoring, liaison, with major construction
agencies/Govt. Bodies performance appraisal of major highways /bridge projects.
6. DY. GENERAL MANAGER (Finance & Accounts)
Educational Qualifications Essential : (i) Degree of a recognized University.
(ii) Professional qualifications such as : (a) Final exam. of the Institute of Chartered

Accountants of India OR (c) Degree in Business Management with Finance as the

Govt. Undertaking or an Autonomous Body or a Commercial Organization of repute.
Desirable : Should be well versed with the Financial Rules and Accounting

processing of Contractor's claims and other contractual matters.
7. DY. GENERAL MANAGER (Environment)
Educational Qualifications : A Degree from a recognized University.
Desirable : Post-graduate Diploma in any discipline of Environmental Science / Bio
Sciences/Environmental Engineering.
Experience: (i) Officers already on the panel of Dy. Secretary in the Government of
India and having the professional qualification stipulated above.(ii)Officers of the
Central/State Government Department/Organization holding an analogous post or
a post next below (i.e. Rs.10000-325-15200 in CDA pattern or equivalent) for atleast
3 years and possessing the stipulated qualifications. (iii) The officer should have
atleast 09 years experience in the field of environmental Sciences/Environmental
Engineering.
8. DY. GENERAL MANAGER (Landscape Architect)
Educational Qualification : A Degree in Architecture from a recognized University.
Experience : (a) Officers of the Central/State Government Departments/
Organizations holding an analogous post or holding a post immediately below (i.e.
Rs.10000-325-15200 in CDA pattern or equivalent) for atleast 3 years. AND (b) The
officer should have atleast 10 years experience in the field of Landscape Designing
in a State/ Central Department/PSUs.
9. MANAGER (Finance & Accounts)
Educational Qualifications Essential : (i) Degree of a recognized University, and
(ii) Intermediate Chartered Accountants; or (iii) Intermediate Cost Accountants; or
(iv) SAS examination of the Indian Audit and Accounts Service.
Experience : (i) Candidates already on the panel of Under Secretary in the
Government of India or officers under Central/State Government
Department/Autonomous Body/Public Sector Undertaking and holding an
analogous post; or a post next below in the scale of Rs. 7450-11500/- with accounts
works for atleast 5 years and possessing the qualifications stipulated above. (ii) At
least 8 years service in a Accountants Department of the Government of India or a
Government undertaking dealing with construction or contract works in a
commercial undertaking of repute.
10. MANAGER (Technical)
Educational Qualifications Essential : Degree in Civil Engineering from a
reputed Institution of Technology or a recognized University.
Desirable : Post Graduate Degree in Civil Engineering in the field(s) relating to
Highway Engineering and or Post Graduate Degree in Management/MBA from an
Institute of repute.
Experience : (a) Candidates already on the panel of Under Secretary in the
Government of India and possessing the educational qualifications stipulated
above, or from candidates holding analogous posts in a Central /State Government
Department, Autonomous Body/Public Sector Undertaking or with 3 years regular
service in the scale of Rs. 8000-13500 or 6 years in the scale of Rs. 6500-10500/-;
(b) Should have put in at least 3 years service in a responsible senior position in a
Government Department/Public Sector undertaking/Commercial organization of
repute and should be working in a analogous post or the post next below or
equivalent for at least 3 years on a regular basis.
Desirable : Should be well versed in the field of highway/bridge enginerring/dealing
with planning, pre-qualification of consultants and contractors; financial appraisal of
projects; detailed desiging, techno financial reviews; evaluation of tenders, contract
management , monitoring, liaison with major construction agencies./Government
bodies, performance appraisal of major highways/bridge projects.
11. MANAGER (Media Relations)
Educational Qualifications : Degree from a recognized university.
Experience : (a) Should be holding an analogous post or with atleast 03 years
regular service in the post with the pay scale of Rs.8000-13500/- or with 06 years
regular service in the post with the pay scale of Rs.6500-10500/- or equivalent; AND
(b) 03 years experience in Media Relations.
12. MANAGER (Horticulture)
Educational Qualifications : (a) Degree of a recognized University with
Horticulture as a subject.
Experience : (a) Should be holding analogous post or on the panel of Under
Secretary to the Govt. of India or holding a post in the next below level for at least 03
years on regular basis. (b) 05 years experience in the area of horticulture in a
State/Central department/PSUs.
13. SENIOR ACCOUNTS OFFICER
Educational Qualifications : (a) Degree of a recognized University. (b)
Professional qualifications such as, Intermediate Exam of the Institute of Chartered
Accountants of India or the Institute of Cost & Works Accountants of India or SAS
Exam of the Indian Audit and Accounts Service or equivalent examination of other
organized Accounts Service in the Central Government.
Experience : Should be holding an analogous post or having at least 02 years
regular service in the pay scale next below (i.e. 7450-11500/-) in a Central/State
Government Department/Organization.
14. HINDI OFFICER
Educational Qualifications : Master's degree of a recognized University or
equivalent in Hindi with English as a subject at the degree level. OR Master's degree
of a recognized University or equivalent in English with Hindi as a subject at the
degree level. OR Master's degree of a recognized University or equivalent in any
subject with Hindi and English as subjects at the degree level. OR Master's degree
of a recognized University or equivalent in any subject with Hindi medium and
English as a subject at the degree level. OR Master's degree of a recognized
University or equivalent in any subject with English medium and Hindi as a subject at
the degree level.
Experience : (i) Officers of Central / State Govt. / Public Sector Undertakings /
Autonomous Bodies holding analogous post or 05 years service in the scale of
Rs. 6500-10500/- (ii) 5 year experience in the field of implementation of the official
language policy of Government of India.
15. ASSISTANT MANAGER (Vigilance)
Educational Qualification : (i) Degree from a recognized University.
Experience : (i) Should be holding an analogous post or with 5 years regular service
in the pay scale of Rs. 5500-9000 at the level of Superintendent / Sub-Inspector in
any Central Govt. Organization / Autonomous Body / CPO / State Police
Organization. (ii) 03 years experience of carrying out investigations at field level as
well as investigations where other Central Investigating Agencies such as Central
Bureau of Investigation / Directorate of Enforcement etc. are involved.

Other conditions:
1. The Department/Organisation concerned while forwarding the application may
(a) please enclose copies of Annual Confidential Reports for the last 08 years for
posts at Sl. No.1-8 and 05 years for other posts along with a Discipline/Vigilance
Clearance certifying that no penalty is imposed against the officer for last 08
years.
